This policy regulates how the X.org Foundation runs the hosting services provided through the freedesktop.org umbrella.
Goal
The goal of freedesktop.org is to provide hosting services for the projects within the X.org Foundation's mission, and related projects.
Administrator Team
Powers
The administrator team has full powers over how they run all hosting services, within the bounds of this policy and the limits of the bylaws of the X.org Foundation. Specific powers include at least:
Administrators decide about which projects outside of the X.org Foundation's mission to host.
Administrators can delegate their powers for specific services and/or projects.
The following decisions need to be approved by the Board:
Any decisions involving money. The Board can approve lump sum yearly budgets for the Administrator's discretion.
Any regulations regarding data retention, privacy, handling takedown requests or anything else relating to legal responsibilities of hosting providers.
Other decisions by the Administrators can be overruled by the Board with a seventy-five percent (75%) majority vote of the Board.
Constitution, Elections and Resignation
The current Administrators propose new Administrator candidates. The Board elects new Administrators among these candidates. If there are less than three Administrators, the Board can elect any candidate.
Any delegation of administrator powers which amounts to full Administrator rights needs to be treated as an Administrator election.
Administrators have no term limit and can resign at any time.
The Board can remove an Administrator with a seventy-five percent (75%) majority vote.

Code of Conduct Committee
The Board enacts a Code of Conduct for the hosting services provided, with the goal to ensure equitable access and participation in our communities for everyone. The code of conduct committee also oversees code of conduct enforcement at X.org events.
Powers and Duties
The Code of Conduct Committee (CC for short) is responsible for enforcing the Code of Conduct.
The CC delegates enforcement for minor infractions to Administrators and their delegates for specific projects and services.
The CC submits transparency reports for the Secretary's yearly report.
The Board offers external CoC enforcement training for anyone on the CoC team, along with any interested communities members who inquire. Interested members can contact board@foundation.x.org.
All deliberations of the CC are confidential. Discussions, reports and anything else containing personal information should not be retained for longer than necessary for the CC to conduct its duties.
Decisions, including decisions to not pursue a report, can be appealed to the Board. The Board can overrule the CC with a seventy-five percent (75%) majority vote.
The CC constitutes itself and decides how it conducts its business.

At least one member of the CC should be an Administrator, and at least one member of the CC should be a Director of the Board.

Basis in the Bylaws
Both the Administrator Team and the CC form a committee as defined in 4.16 in the bylaws. The board serves as the court of appeal for both per 4.1 (viii) in the bylaws. Decisions by either committee which result in the defacto revocation of membership of the X.org Foundation need to be approved by the Board with a seventy-five percent (75%) majority vote, per 2.8 in the bylaws.
